GPSR Responsible Person Service (General Product Safety Regulation – Regulation (EU) 2023/988)
The GPSR Responsible Person service is aimed at extra-EU producers and economic operators who wish to place non-food consumer products on the European market, ensuring compliance with Regulation (EU) 2023/988, the General Product Safety Regulation (GPSR).

1.

Who Needs a GPSR Responsible Person?

All operators placing products on the EU market without a local presence — such as extra-EU manufacturers, importers, distributors, or online sellers — are required to have a designated Responsible Person for product safety within the European Union.

  • $

Extra-EU manufacturers wishing to sell products in the European Union.

  • $

Importers and distributors of products intended for EU consumers.

  • $

Online sellers (e-commerce and marketplaces) marketing non-food products within the EU.

  • $

Companies that require a reference figure for GPSR compliance.

2.

Functions of the GPSR Responsible Person

Acts as the control point for conformity: verifies safety and documentation, provides mandatory product/labelling information, interfaces with authorities, manages recalls, and ensures corrective actions for any non-compliance issues.

1. GPSR Conformity Verification

Ensures that the product meets the essential safety requirements of the GPSR, identifies residual risks, and defines any corrective actions before the product is placed on the market.

2. Technical documentation and DoC check

Examines the technical file, reports, and the EU Declaration of Conformity, verifying completeness, consistency with the product/variant, and traceability.

3. Mandatory information on product/packaging

Ensures the correct presence of the Responsible Person’s name, address, and contact details on the product or packaging, in the required language and with the required visibility, including consistency for online sales.

4. Liaison with authorities and recalls

Acts as a single point of contact with market-surveillance authorities, managing communications, corrective actions, and recall/withdrawal procedures until all findings are closed.

5. Safety monitoring and notifications

Supervises post-market safety: collects feedback and incident reports, assesses risks, submits notifications when required, and coordinates CAPA and information updates.

6. Document retention and prompt availability

Maintains and archives documentation for the required retention periods, with versioning and audit trail, ensuring prompt availability in case of inspections.
